Job Summary:
The AAP Officer will be responsible for ensuring that SWCCA’s programs and operations are accountable to affected populations in Baidoa. This role requires strong interpersonal skills, community engagement abilities, and a commitment to promoting transparency and feedback mechanisms.

Key Responsibilities:

Accountability Framework Development:

  • Develop and implement an AAP framework for SWCCA’s programs in Baidoa, ensuring adherence to humanitarian principles and standards.
  • Establish and promote feedback mechanisms for beneficiaries and communities to provide input, complaints, and feedback.

Community Engagement:

  • Facilitate dialogue with affected populations, ensuring their voices are heard and integrated into program planning and decision-making.
  • Conduct community consultations, surveys, and focus group discussions to gather feedback on SWCCA’s activities.

Information Sharing and Communication:

  • Ensure transparent communication with beneficiaries regarding SWCCA’s programs, services, and assistance.
  • Disseminate information on rights, entitlements, and available services to affected populations in a clear and accessible manner.

Monitoring and Reporting:

  • Monitor AAP activities and indicators to assess the effectiveness of feedback mechanisms and community engagement efforts.
  • Prepare regular reports on AAP activities, including feedback received, actions taken, and lessons learned.
  • Contribute to internal and external reporting requirements related to AAP and community engagement.

Capacity Building:

  • Train SWCCA staff and partners on AAP principles, methodologies, and best practices.
  • Provide technical support and guidance to ensure AAP considerations are integrated into project implementation.
  • Foster a culture of accountability and transparency within SWCCA and among project stakeholders.

Coordination and Collaboration:

  • Collaborate with program teams, local authorities, community leaders, and humanitarian partners to strengthen AAP initiatives.
  • Represent SWCCA in AAP-related meetings, workshops, and forums with stakeholders.
  • Ensure coordination and alignment of AAP activities with SWCCA’s overall goals and objectives.

Qualifications:

Education:

  • Bachelor’s degree in Social Sciences, International Development, Community Development, or a related field.

Experience:

  • Minimum of 3 years of experience in humanitarian or development work, with a focus on accountability, community engagement, or related fields.
  • Proven experience in implementing AAP frameworks and mechanisms in complex environments.
  • Familiarity with humanitarian principles, standards, and guidelines (e.g., Sphere Standards, Core Humanitarian Standards).

Skills and Competencies:

  • Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
  • Excellent analytical and problem-solving skills, with attention to detail and accuracy.
  • Proficiency in MS Office suite (Word, Excel, PowerPoint) and database management software.
  • Fluency in English and Somali (written and spoken) is required.
